About Council
The Village of Mannville Council fulfils the legislative function of the Village’s municipal government. Council is responsible for establishing corporate policy and setting the strategic priorities for Village staff on an annual basis.
Village Council is comprised of a Mayor and five Councillors, who are elected by the citizens of Mannville every four years. The Mayor is the chief elected official of the municipality and has duties of both Councillor and Chief Elected Official. Each member is extremely dedicated to this community, and each committed to doing the best job they can for the residents of Mannville – their friends, family and neighbours – and for the business sector.

Attending Meetings
All meetings are open to the public, and no person shall be excluded except for improper conduct. The only exception to limit access is when Council closes all or part of the meeting to the public (in closed session) to discuss confidential items. Attending Council meetings ca be an excellent way to understand how Council makes decisions. While the doors to Council Chambers are never locked during a meeting, attendees are encouraged to arrive early as not to disrupt the meeting. Public seating is located just inside the doors of Council Chambers.
Delegations
Anytime throughout the year community groups, or organizations can request to make a presentation to Mannville Council as a Delegation at one of their regularly scheduled meetings. These presentations are usually requested in order to:
- Make a presentation on a matter that is of broad interest and fall within the jurisdiction of the Village of Mannville;
- Enter a request for action from Council;
- Provide Council with an update on a project or concept; and/or
- Provide further information on an issue currently before Council for deliberation.
Delegation presentations are accepted as information by Council and, if further deliberation is required regarding a request that was made, it will be added as an agenda item to a subsequent Council meeting with a recommendation from Administration.
Step 1:
Review Delegation Policy No. 1000-04.
Anyone wishing to be a delegation is encouraged to review Delegation Policy No. 1000-04 prior to becoming a delegation at a Regular Council Meeting.
Step 2:
Complete a Delegation Request Form in accordance with the Village of Mannville Delegation Policy No. 1000-04.
Completed Delegation Request Forms need to be submitted no later than 12 p.m., seven (7) calendar days prior to the requested meeting date. To see the schedule for Council meeting dates please refer to our Council Meeting Calendar.
Note: These requests are accepted on a first come, first served basis, therefore, the Village of Mannville cannot guarantee the availability of your requested meeting date.
Step 3:
Submit the completed Delegation Request form to the Village of Mannville Administration Office.

Note: The Delegation Request Form and any related documents become part of the public record, and as such, will be released/published in the Council Meeting agenda and minutes.
Closed Sessions
A closed session is the portion of a Council meeting that is for Council to discuss sensitive items such as those within Part III of the Freedom of Information and Protection of Privacy Act. Council cannot make any decisions during closed session. To pass any motions or resolutions, Council must come out of closed session and return to an open session.
Anyone who is not a member of Council or the Chief Administrative Officer, is required to leave the Council Chambers during closed session. This would include other members of Administration and members of the public and media.
